Neil Birkhoff Authors Commentary in Washington & Lee Law Review

Neil Birkhoff's commentary, "Beyond BATSA: State Taxation Without State Boundaries?", has been published in Volume 67, Issue 1 of the Washington & Lee Law Review.  BATSA is the Business Activity Tax Simplification Act, a proposed federal law intended to move state income taxation to a more uniform system.
