Mr. Palmer’s practice is devoted primarily to the area of health law, where he works with health systems, as well as hospitals, physician groups, individual physicians and medical staffs.  He has been directly involved in representing hospitals and in representing physician practices in connection with their acquisition or affiliation with larger health care systems.  He has also drafted and consulted on numerous medical staff bylaws and related policies and has negotiated a wide range of hospital based contracts, as well as individual physician contracts.  Additionally, he counsels hospital boards and administrators and physician practices regularly in regard to hospital-physician relations, operational matters, medical staff governance, and patient care concerns.  Mr. Palmer has spoken to hospitals, residency programs, physician groups and practice managers on issues involving a myriad of health care related topics from managed care to hospital operation to practice management, including issues related to EMTALA, consent, JCAHO accreditation, physician recruitment and contracting, inurement, Stark requirements, fraud and abuse, National Practitioner Data Bank, and the Health Care Quality Improvement Act.  He has also worked with hospitals and medical practices in regard to real estate, financing, compliance and corporate matters.
