Gaela Normile, who focuses on Construction & Government Contracts, contributed insights to the American Bar Association’s False Claims in Construction Contracts, Second Edition.

In Chapter 14, titled “Survey of State and Local False Claims Acts,” Gaela explores how 20 states, three U.S. territories, and the District of Columbia have enacted their own statutes that mirror the federal False Claims Act (FCA) and apply to construction-related claims.

She discusses threshold considerations for analyzing the applicability and scope of these laws, dives into the unique challenges surrounding qui tam actions brought by private whistleblowers, and unpacks key evidentiary issues that can arise during litigation.
