Bill currently services as Assistant General Counsel for Woods Rogers. Previously he concentrated his law practice in public contracts, ship repair, construction, maritime and government investigations & enforcement matters.

Bill's practice focuses on providing clients public contract advice through all phases of their needs including pre-contract advice, bid protests, and claim preparation and claims prosecution before both courts and the Boards of Contract Appeals. Additionally, Bill represents government contract clients in regulatory and criminal investigations, as well as ethics and compliance matters. Bill handles white collar criminal cases in federal and state courts defending clients in matters ranging from allegations of false claims, procurement fraud and violations of the Arms Export Control Act. Bill also represents clients in administrative suspension and debarment actions before various federal agencies, including the Army, Navy, Air Force, and EPA.

Bill received a B.S. with high distinction in Chemical Engineering from the University of Virginia and a J.D. from the College of William & Mary Law School, where he was the Associate Editor of the William & Mary Law Review.

Bill is licensed to practice in both Virginia and Hawaii.

Bill was formerly a Coast Guard officer, serving as both a line officer and a Coast Guard Law Specialist, JAG. His Coast Guard assignments were varied and included assignments as the navigator on a Seagoing Buoy Tender, Chief of the Intelligence and Law Enforcement Branch of the Fourteenth Coast Guard District with responsibility for the Western Pacific Ocean, and the Staff Director the National Narcotics Border Interdiction Service working for the Vice President of the United States.  He has held Top Secret and special access security clearances.

Prior to his legal career, Bill worked as a Chemical Engineer for DuPont.
