Tom focuses his practice primarily on healthcare law matters, working with health systems, hospitals, hospital foundations, physician groups, individual physicians, and medical staff on legal issues unique to the healthcare industry—including compliance-related issues, EMTALA, consent, Joint Commission accreditation, physician recruitment and contracting, STARK requirements, fraud and abuse, the National Practitioner Data Bank, and the Health Care Quality Improvement Act. He also assists medical professionals in creating strategies for office and practice expansion, compensation plans, buy-sell arrangements, and retirement and personal planning.

A major part of Tom's practice has involved advising and representing both hospitals and physician practices in connection with their acquisition by, or affiliation with, larger healthcare systems. For more than 25 years, he has counseled hospital boards, administrators, and physician practices regarding hospital-physician relations, operational matters, medical staff governance, and patient care concerns. He routinely drafts and consults on medical staff bylaws and policies, and negotiates hospital and individual physician contracts.

In addition, Tom provides commercial real estate development counsel in the areas of land use, leasing, purchasing, and rezoning to both healthcare and corporate clients.

He is cited in Best Lawyers in America and has been named among the "Legal Elite" in Virginia Business magazine.

Tom is a previous board member for the Jefferson Center and has served and chaired a number of other community boards.
