With a nimble, creative, and disciplined approach, Ross advises clients on data privacy, cybersecurity risk management, technology transactions, and incident response. He counsels a wide range of businesses, local government bodies, and state agencies on privacy laws and regulations, such as state data breach laws, the Virginia Consumer Data Protection Act (VCDPA), and Europe's General Data Protection Regulation (GDPR). Beyond the development and deployment of privacy programs and compliance rollouts, Ross has a knack for helping clients harmonize organizational artificial intelligence governance policies with business opportunities.

On the incident response side, Ross has managed and assisted in all phases of high-stakes cybersecurity incidents, from crisis management and forensic investigation to notice compliance. Ross is also a Certified Information Privacy Professional with expertise in U.S. privacy law (CIPP/US), designated by the International Association of Privacy Professionals (IAPP). 

Prior to joining Woods Rogers' Cybersecurity and Data Privacy practice, Ross clerked for The Honorable Michael F. Devine at the Fairfax Circuit Court and later practiced complex commercial litigation.

While in law school, Ross published a variety of copyright scholarship, including an article titled “Remastering Termination Rights," 27 Geo. Mason L. Rev. 939 (2020). This article has been cited by a leading Virginia treatise. Additionally, Ross held a variety of leadership positions, serving as an Articles Editor for the George Mason Law Review, Judges Committee Chairman for the Scalia Law Moot Court Board, and President of the Jewish Law Students Association. He also taught legal research and writing to first year law students.

As a third-generation Virginia Beach native, Ross has strong local ties to Hampton Roads. Outside of the practice of law, Ross enjoys playing bass guitar, practicing hot yoga, watching college sports, and going to the beach. After a five-year hiatus from musical performance, Ross has recently returned to the stage as a bassist in a local cover band.

  • Advised a Fortune 500 packaging company on AI governance and privacy considerations for a human resources-related use case.
  • Advised an autonomous vehicle company on domestic biometrics laws and GDPR considerations when transferring United States domestic data to Europe.
  • Designed and advised on implementation of a data management and cybersecurity program for a survey analysis company based on the Center for Internet Security Controls framework.
  • Drafted international data transfer impact assessments used in connection with a Fortune 500 packaging company's GDPR omnibus data transfer agreement.
  • Advised a Fortune 500 utilities company on the applicability of a state consumer data protection law.
  • Advised on and conducted all phases of data breach incident response for various localities, public schools, and private businesses.
  • Currently defending one of the largest public school systems in Virginia in a data breach class action lawsuit pending in the Eastern District of Virginia, Alexandria Division.
