Tom Barrow Appointed to 2026 Board for the Charlottesville Regional Chamber of Commerce

Woods Rogers Construction & Government Contracts attorney Tom Barrow has been appointed to the 2026 Board of Directors for the Charlottesville Regional Chamber of Commerce. In this leadership role, he will contribute to the Chamber’s governance, strategic direction, financial oversight, and policy development initiatives.

Tom is one of six new members selected for the 2026 Board, bringing valuable industry insight and a fresh perspective to the region’s business community.

Tom brings more than two decades of government contracting experience, including managing multimillion‑dollar contracts both inside and outside the federal government. His practice focuses on IT and software procurement, negotiation of complex commercial agreements, and advising clients on Small Business programs, FAR/DFARS compliance, and risk mitigation. A frequent speaker on Small Business and IT contracting issues, he also develops and delivers training on procurement and fiscal law.

Tom retired from the Army in 2019 after twenty years of active service, including three years as a professor and vice-chair for the Contract and Fiscal Law Department of the Judge Advocate General’s Legal Center and School. Tom concluded his Army service as a government contracts attorney for the Space and Missile Defense Command at Redstone Arsenal in Huntsville, AL. Before joining Woods Rogers, he worked for six years as the General Counsel for a HUBZone Small Business engaged in government contracting.
